David Clendaniel, President/CEO

David Clendaniel is a seasoned leader in the financial services industry with over thirty years of experience. Mr. Clendaniel was appointed President/CEO of Dover Federal Credit Union in February 1997, after serving as the Executive Vice President for eight years. He has been extremely active in working with Delaware's Congressional Delegation on credit union legislation and regulation. He currently serves on the Legislative Committee of the National Association of Federal Credit Unions (NAFCU), the Credit Union National Association's (CUNA) Federal Credit Union Subcommittee, and the Legislative Affairs Committee of the Central Delaware Chamber of Commerce. Mr. Clendaniel is also very involved locally, serving on the Greater Kent Committee, the Board of Directors of the CenDel Foundation, where he was a founding Board Member and past president. In addition, he has served as a member of the Federal Reserve Bank of Philadelphia Credit Union Council, the Research Council for the Filene Research Institute, Executive Board of Directors for USO Delaware, and past Chairman of the Central Delaware Chamber of Commerce. Other local activities include serving as an Honorary Commander for the 436th Operations Group, 9th Airlift Squadron, and Mission Support Squadron at Dover Air Force Base. As well as, coach for various youth sports and a YMCA/USA Certified Swim Official.

Mr. Clendaniel holds degrees from both the University of Delaware and Delaware State University. After attending the Credit Union Executive Society (CUES) CEO Institute, he earned the designation of Certified Chief Executive (CCE) in 2004. His accomplishments and continued community involvement make him a well-qualified and distinguished leader for Dover Federal Credit Union.

Karen Simpson, Executive Vice President

Ms. Simpson has over 26 years finance and management experience and has served the members of Dover Federal Credit Union in several capacities for over 15 years. She was initially hired in 1994 to serve as Controller and assist with a major data processing system conversion. In 1995, her responsibilities were expanded to include the management of the Information Technology (IT) Department. In 1998, Ms. Simpson was appointed Vice President of Finance/Chief Financial Officer, and then promoted to her current position as Executive Vice President in 2005.

Ms. Simpson holds a Masters in Business Administration from Delaware State University and a Bachelors of Science in Accounting from Wilmington College, graduating Suma Cum Laude with the Trustee's Award for Outstanding Scholarship for the Business Program. She also holds designations for Certified Chief Executive (CCE) from the Credit Union Executives Society (CUES®), as well as the designation of Certified Public Accountant (CPA) in the States of Delaware and Maryland. Ms. Simpson has served on the Asset Liability Committee for the Credit Union since 1995. She also serves as an Advisory Board member for the Division of Business at Wilmington College.

Belinda Burke, Chief Financial Officer

Ms. Burke has had over twenty years of diversified credit union experience that includes the areas of Accounting, Financial Management, Operations, Branch Administration, Information Technology, Compliance, and Internal Audit. In addition, she has attended the Credit Union Executive Society (CUES) CEO Institute, where she earned the prestigious designation of Certified Chief Executive (CCE).

Ms. Burke, a native of Virginia, graduated from Virginia Tech with a degree in Finance. She is a licensed Certified Public Accountant and also holds the title of Certified Management Accountant. Ms. Burke recently relocated to Delaware with her family and looks forward to getting involved with the community.

Lynne Schwab Schaefer, Vice President of Business Services

Lynne Schwab Schaefer joined Dover Federal Credit Union in January 2011 as Vice President of Business Services. The division provides the Delaware business community with lending and deposit options. Mrs. Schaefer brings over 20 years of diverse banking experience to her position. Her areas of expertise include commercial lending, business development, regulatory compliance, training and development, performance consulting, and investing.

Mrs. Schaefer, a 1988 graduate of Salisbury University, received her Bachelor's degree in Communications. She is currently working towards the designation of Certified Chief Executive (CCE) from the Credit Union Executive Society (CUES) CEO Institute. In addition to her diverse banking career, she is also active in the community, volunteering with the American Heart Association and participating in many charity fundraising events. Mrs. Schaefer is a past Honorary Commander with the Dover Air Force Base, Maintenance Squadron and has served with the Greater Dover Committee. In addition, she is currently a Board Member of the Downtown Dover Rotary Club and the Central Delaware Chamber of Commerce. Her dedication to serve our local community and local businesses make her an invaluable asset to the leadership team and the Business Services Department.

Heather Shupe, Vice President of Human Resources

Heather Shupe has been in the human resources field for over ten years. Prior HR roles have been as a manager and consultant. After working for a local security and investigation firm as their HR Manager, Ms. Shupe left Gettier Security to join HRN Management Group in 2005, where she was assigned to Dover Federal Credit Union. She served as a consultant to Dover Federal Credit Union for three years and was offered the VP of Human Resources position in January of 2009. Ms. Shupe is an active member of the National Society for Human Resource Management (SHRM) for the past eight years and is currently serving as Chapter President of the New Castle DESHRM and as Treasurer for the DESHRM State Council. Ms. Shupe is locally active and was appointed by the Governor to serve on the Board of Examiners of Private Investigators and Private Security Agencies.

A graduate of St. Mark's High School, Ms. Shupe holds a Bachelors of Arts degree in Psychology from Immaculata University and a Masters Degree in Social Work from Widener University. Recently, she completed the requirements of the Credit Union Executives Society's CEO Institute program. As a graduate of the program, Ms. Shupe has earned the coveted designation of Certified Chief Executive (CCE).

Anne K. Swierc, Vice President of Operations

Anne Swierc has been in the financial services industry for over thirty years. First employed as a full time teller in 1978, she advanced through positions within the Accounting department, the branch environment as Assistant Branch Manager, a Collector and the Collection Manager until promoted to Vice President of Operations in 2005. She has been providing service to the Dover Federal Credit Union membership for thirty-one years. Ms. Swierc has served on numerous committees during her tenure with the Credit Union and is currently a member of the Asset Liability Committee.

Ms. Swierc is a graduate of Central High School in Auburn, New York.

Chaz Rzewnicki, Vice President of Member Services

Chaz Rzewnicki has over fifteen years of diversified credit union experience that includes the areas of Sales and Service, Lending, Collections, Operations, Branch/Call Center Administration and Compliance. Chaz joined Dover Federal Credit Union in December 2014 as the Vice President of Member Services. Chaz has responsibility for the Lending, Branch Network, and Call Center divisions of the credit union.

Chaz obtained his degree in Business Administration from Baker College and will obtain his Master's Degree in Strategic Leadership from Central Michigan University in 2015. As a lifelong native of Michigan, Chaz relocated with his wife and daughters to Delaware in December 2014. Chaz is very much looking forward to getting involved in some of Delaware's charities and community.
