Senior Management

David Clendaniel, President/CEO
David Clendaniel has been in the financial services industry for over twenty eight years. He has been with Dover Federal Credit Union for twenty years, serving in a number of Executive Positions. Mr. Clendaniel was appointed President/CEO of Dover Federal in February 1997. He currently serves on the Advisory Committee for Region II of the National Association of Federal Credit Unions (NAFCU), the Credit Union National Association (CUNA) Consumer Protection Subcommittee, and on the Research Council for the Filene Research Institute. Mr. Clendaniel is also very active locally serving on the Executive Committee of the Greater Dover Committee, a founding Board Member of the Greater Dover Foundation, the Kent AeroPark Development Authority, and Honorary Commander for the 436th Operations Group. A past member of the Federal Reserve Bank of Philadelphia Credit Union Council, Mr. Clendaniel has also previously been on the Executive Board of Directors for USO Delaware and the Central Delaware Chamber of Commerce, most recently as Chairman. He has also coached youth sports and served as a YMCA certified Swim Official.

A graduate of Caesar Rodney High School, Mr. Clendaniel holds degrees from both the University of Delaware and Delaware State University. He also attended the Credit Union Executive Society (CUES) CEO Institute, earning the designation of Certified Chief Executive (CCE) in 2004.

Karen Simpson, Executive Vice President
Ms. Simpson has over 26 years finance and management experience and has served the members of Dover Federal Credit Union in several capacities for over 15 years. She was initially hired in 1994 to serve as Controller and assist with a major data processing system conversion. In 1995, her responsibilities were expanded to include the management of the Information Technology (IT) Department. In 1998, Ms Simpson was appointed Vice President of Finance/Chief Financial Officer, and then promoted to her current position as Executive Vice President in 2005.

Ms. Simpson holds a Masters in Business Administration from Delaware State University and a Bachelors of Science in Accounting from Wilmington College, graduating Suma Cum Laude with the Trustee's Award for Outstanding Scholarship for the Business Program. She also holds designations for Certified Chief Executive (CCE) from the Credit Union Executives Society (CUES®), as well as the designation of Certified Public Accountant (CPA) in the States of Delaware and Maryland. Ms. Simpson has served on the Asset Liability Committee for the Credit Union since 1995. She also serves as an Advisory Board member for the Division of Business at Wilmington College.

Stephen Bellas, CFO/Vice President of Finance
Stephen Bellas has over 20 years progressive experience in the finance and accounting field, most within the financial services industry. As Vice President of Finance/Chief Financial Officer of Dover Federal Credit Union, Mr. Bellas holds management responsibilities for the company's accounting and finance functions and serves on the Asset Liability Committee.

Prior to coming to Dover Federal, Mr. Bellas was Controller for New Century Bank in Phoenixville, PA for 3 years, Assistant Controller for Umpqua Bank in Portland, OR for 5 years and Senior Financial Analyst for SunTrust Banks in Atlanta, GA for 6 years.

Mr. Bellas holds a Bachelor's in Business Administration, with a major in finance from the University of Toledo. He also has a certificate in Personal Financial Planning from UCLA.

Robert (Bobby) L. Naftzinger, Vice President of Member Services
Bobby Naftzinger has been in the financial services industry for thirty years. He has been with Dover Federal Credit Union for over eight years in his current position. Mr. Naftzinger is responsible for the branch network and the marketing services area. He also serves on the Asset Liability Committee. Mr. Naftzinger previously served on the Delaware Board of NationsBank (currently Bank of America) and attended the ABA School of Bank Card Management. He coached youth and high school sports and served on numerous booster organizations at Dover High School.

A graduate of Dover High School, Mr. Naftzinger holds a degree in Business Administration from the University of Richmond.

Anne K. Swierc, Vice President of Operations
Anne Swierc has been in the financial services industry for over thirty years. First employed as a full time teller in 1978, she advanced through positions within the Accounting department, the branch environment as Assistant Branch Manager, a Collector and the Collection Manager until promoted to Vice President of Operations in 2005. She has been providing service to the Dover Federal Credit Union membership for thirty one years. Ms. Swierc has served on numerous committees during her tenure with the Credit Union and is currently a member of the Asset Liability Committee.

Ms. Swierc is a graduate of Central High School in Auburn, New York.

Heather Shupe, Vice President of Human Resources
Heather Shupe has been in the human resources field for the past ten years. Prior HR roles have been as a manager and consultant. After working for a local security and investigation firm as their HR Manager, Mrs. Shupe left Gettier Security to join HRN Management Group in 2005, where she was assigned to Dover Federal Credit Union. She served as a consultant to Dover Federal Credit Union for the past three years and was offered the VP of Human Resources poition in January of 2009. Mrs. Shupe has been an active member of the National Society for Human Resource Management (SHRM) for the past six years and is active in both the New Castle DESHRM Chapter and the DelMarVa SHRM chapter. She is actively engaged as a Board member for both local chapters. Mrs. Shupe is locally active and was appointed by the Governor to serve on the Board of Examiners of Private Investigators and Private Security Agencies.

A graduate of St. Mark's High School, Mrs. Shupe holds a Bachelors of Arts degree in Psychology from Immaculata University and a Masters Degree in Social Work from Widener University.
